Format

Two semi-finals has stayed with the same rules in this episode. However, the juries were invited to voted in semi-finals for the first time in order to keep them as a backup of televoting and in order to research differences between the televote and the jury votes.

  • Egypt - On June 8, 2024, the possible head of the delegation, Hussein Al-Araf, expressed a desire to join the competition from Egypt. To do this, he must take part as an observer (spectator) in the Q2-2024 season in order to be eligible to join the IECO.
  • North Macedonia - On July 10, the Japanese broadcaster announced that it was in talks with the North Macedonian broadcaster about returning to the competition.
  • Russia - Previous representative of New Zealand Ivan Goryaev has shown interest to return to the contest and represent Russia. Despite its unsuccessful debut in 2022 it remains unavailable for participation till date. Negotiations are in place
