The <strong>Worldvision Song Contest Quarter 4 - 2023</strong> will be the 5th edition of the [[WorldVision Song Contest]]. It is set to take place in [[:en:Oslo|Oslo]], [[Norway]], following the country's victory at the [[Worldvision Q3-2023|WorldVision Song Contest Q3-2023]] contest with the song "Head Up" by [[:en:The Score (band)|The Score]]. Organised by the [[Main Page|International Eurofan's Countries Organisation]] (IECO) and host broadcaster [[:en:NRK|NRK]]. The contest was held at the [[:en:Telenor Arena|Telenor Arena]], and consisted of a semi-final on TBD December, and a final on TBD December 2023.

Twenty nine countries participated in the contest, along with debuting [[Malta]] and [[Switzerland]] are debut in the competition. Last season's competitor [[San Marino]] and [[Uzbekistan]] withdrew from the competition.

The Q4-2023 contest took place in [[:en:Oslo|Oslo]], [[:en:Norway|Norway]], which received the right to host after its victory in the previous competition. It was the first time that Norway hosts the contest. The selected venue is the 25,000-seat Telenor Arena.

On November 22, two candidate cities for the competition were announced, they were: Oslo (Telenor Arena) and Trondheim (Spektrum Arena). In the end, Oslo got the right to host the song contest, and the "[[:en:Telenor Arena|Telenor Arena]]" was chosen as the venue for the contest.

The logo and slogan of the contest were announced on December 4, 2023. The logo is a compas made of geometric lines with different colors and placed on the visual of the northern lights. The slogan of the competition was the phrase "Discover".

For the Q4-2023 season, songs released on the YouTube platform no earlier than 1 January 2022 are eligible. Also, a quota was introduced for compositions from the Billboard Hot-100 up to one per season and with the restriction of use for one curator no more than once in 4 seasons of participation.

This Organisation was created in 2012 as Eurofan's Countries Union (ECU) and then reformed to IECO primarily in 2016 with latest and its final rebuild in 2022. It is a non-profit organisation to unite Eurovision fans while waiting for the next editions of the show from all over the world, to simply find new friends, communicate, develop musical tastes and views, discuss latest news and music industry updates. Anyone can freely join to IECO on a free basis.
===Semi-finals and auto-finalists===
On December 2, 2023, it was announced that thirty countries will take part in the competition. 14 countries automatically qualified for the finals, of which the ten strongest from the previous season: [[Australia]], [[Canada]], [[China]], [[France]], [[Germany]], [[Greece]], [[Israel]], [[Italy]], [[Norway]] (host) and [[Thailand]] as well as four more countries with the best participation rating over the last 4 seasons: [[Portugal]], [[Spain]], [[Sweden]] and the [[United Kingdom]]. The remaining 16 countries were placed in the semi-finals, of which the top ten based on the results of audience voting will advance to the final stage. When the final list of countries were reveiled, it was announced that the total amount of countries would be twenty nine, which will make semi-final left with fifteen countries in it
 
===Allocation draw===
From 15 to 16 September 2023, the general draw for the semi-finals and finals of the season took place. Envelopes were prepared for both semi-finalists and auto-finalists (15 envelopes for the semi-finals and 24 envelopes for the final), behind which the first or second part of the semi-final/final was encrypted. Also, after all the semi-finalists had chosen their envelopes and half of the performances in the semi-finals became known, on the same day the competition organizers announced the order of performance of the semi-finalists. [[Norway]], as the host country of the season, was offered two random serial numbers to perform in the final - numbers 08 and 22. The Norwegian delegation chose the 22nd serial number.

Twenty nine countries have confirmed participation this season. [[Malta]] and [[Switzerland]] has participated for the very first time. [[Uzbekistan]] did confirmed its intentions but didn't appear in the final list. [[San Marino]] on the other hand was not allowed to participate due to a seasonal ban. Country has also no intentions as well to participate any further despite a very good results in the past.

The viewers of the participating countries could be other members of the organization or other invited persons.<br>Each public voting member was invited by it's country, however when the participant was not able to do so, the public voting was assigned to each country as per the most possible compatability of points with the Jury Member.

On December 21, a day after the start of voting in the semi-finals, one of the members of the international jury Azam Ali Toor (from Pakistan) refused to vote and resigned his place as a jury member. The reason for this was [[Israel]]'s participation in the competition. His place was taken by Nathan McGarry (from the United Kingdom). Another issue with [[Hungary|Hungarian]] televoter has risen: due to different causes and internal clashes at the last minute the televoter refused to vote and was replaced.
 
Later, when the Grand Final has started on December 27, [[China|Chinese]] allocated televoter has requested to swap the country with another one since she is living in Taipei, not China and represent different country that always being mistaken by public she didn't wanted to. Unfortunately this request was not possible to get sorted out and the televoter has been replaced accordingly.
 
This was the first season for the participation of viewers from [[:en:Azerbaijan|Azerbaijan]], [[:en:Brazil|Brazil]], [[:en:Sudan|Sudan]], [[:en:Turkey|Turkey]] and the [[:en:United States|United States]].

The Worldvision Song Contest Quarter 4 - 2023 will be the 5th edition of the WorldVision Song Contest. It is set to take place in Oslo, Norway, following the country's victory at the WorldVision Song Contest Q3-2023 contest with the song "Head Up" by The Score. Organised by the International Eurofan's Countries Organisation (IECO) and host broadcaster NRK. The contest was held at the Telenor Arena, and consisted of a semi-final on TBD December, and a final on TBD December 2023.

Twenty nine countries participated in the contest, along with debuting Malta and Switzerland are debut in the competition. Last season's competitor San Marino and Uzbekistan withdrew from the competition.

The Q4-2023 contest took place in Oslo, Norway, which received the right to host after its victory in the previous competition. It was the first time that Norway hosts the contest. The selected venue is the 25,000-seat Telenor Arena.

City bidding process

On November 22, two candidate cities for the competition were announced, they were: Oslo (Telenor Arena) and Trondheim (Spektrum Arena). In the end, Oslo got the right to host the song contest, and the "Telenor Arena" was chosen as the venue for the contest.

Production

Visual design

The logo and slogan of the contest were announced on December 4, 2023. The logo is a compas made of geometric lines with different colors and placed on the visual of the northern lights. The slogan of the competition was the phrase "Discover".

Format

Entries

For the Q4-2023 season, songs released on the YouTube platform no earlier than 1 January 2022 are eligible. Also, a quota was introduced for compositions from the Billboard Hot-100 up to one per season and with the restriction of use for one curator no more than once in 4 seasons of participation.

Semi-finals and auto-finalists

On December 2, 2023, it was announced that thirty countries will take part in the competition. 14 countries automatically qualified for the finals, of which the ten strongest from the previous season: Australia, Canada, China, France, Germany, Greece, Israel, Italy, Norway (host) and Thailand as well as four more countries with the best participation rating over the last 4 seasons: Portugal, Spain, Sweden and the United Kingdom. The remaining 16 countries were placed in the semi-finals, of which the top ten based on the results of audience voting will advance to the final stage. When the final list of countries were reveiled, it was announced that the total amount of countries would be twenty nine, which will make semi-final left with fifteen countries in it

Allocation draw

From 15 to 16 September 2023, the general draw for the semi-finals and finals of the season took place. Envelopes were prepared for both semi-finalists and auto-finalists (15 envelopes for the semi-finals and 24 envelopes for the final), behind which the first or second part of the semi-final/final was encrypted. Also, after all the semi-finalists had chosen their envelopes and half of the performances in the semi-finals became known, on the same day the competition organizers announced the order of performance of the semi-finalists. Norway, as the host country of the season, was offered two random serial numbers to perform in the final - numbers 08 and 22. The Norwegian delegation chose the 22nd serial number.

Participating Countries

Twenty nine countries have confirmed participation this season. Malta and Switzerland has participated for the very first time. Uzbekistan did confirmed its intentions but didn't appear in the final list. San Marino on the other hand was not allowed to participate due to a seasonal ban. Country has also no intentions as well to participate any further despite a very good results in the past.

Semi-Final

Sixteen countries took part in the semi-final, of which 10 will advance to the final. The broadcast of the semi-finals took place on December 26, 2023, at 16:00 (GMT +3).

Public voting representatives of participating countries

The viewers of the participating countries could be other members of the organization or other invited persons.
Each public voting member was invited by it's country, however when the participant was not able to do so, the public voting was assigned to each country as per the most possible compatability of points with the Jury Member.

On December 21, a day after the start of voting in the semi-finals, one of the members of the international jury Azam Ali Toor (from Pakistan) refused to vote and resigned his place as a jury member. The reason for this was Israel's participation in the competition. His place was taken by Nathan McGarry (from the United Kingdom). Another issue with Hungarian televoter has risen: due to different causes and internal clashes at the last minute the televoter refused to vote and was replaced.

Later, when the Grand Final has started on December 27, Chinese allocated televoter has requested to swap the country with another one since she is living in Taipei, not China and represent different country that always being mistaken by public she didn't wanted to. Unfortunately this request was not possible to get sorted out and the televoter has been replaced accordingly.

This was the first season for the participation of viewers from Azerbaijan, Brazil, Sudan, Turkey and the United States.
