Statement #1 (May 18, 2022)

A statement regarding the France participation.
While the accepatance of the IECO members for the very first contest in April 2022, the Organisation had received two different requests from two different broadcasters, to become an IECO member as France. From Nikita Likhanov and Adelina. While Adelina have chosen the contry sincerely, her request was not filled properly and had missing details, which made it impossible to accept and since then - declined. The request of Nikita Likhanov has been filled according to the rules, but as stated by the member, the choice was made "as a forceable alternative" due to the absence of ability to represent Monaco in IECO. Monaco has been not selected in the list of the available options by the conclusion of the administration that has created the Organisation. While one participant is unhappy with the choice and the other with inability of participation, IECO administration received several requests from many different broadcasters to make it right.

The rules of the IECO states that no one of the members can freely change the choice of the country. However, IECO leaves the right to advise such controversy situations and may vote for the change. If all the adminstration agrees fully to make so, and there is a valuable and most importantly clear and important reason, then the situation can be resolved in the favour of the members.

After an 8 hours of the discussion, IECO Administration came to the next resolution: There is no reason not to advise to add Monaco to the list of the available countries, especially if this can resolve the situation with the choice of France. Since Nikita Likhanov didn't participated in any single contest yet, wish to represent only Monaco in the future and the situation with choosing France by two broadcasters will be resolved, then IECO shall not interrupt the process of re-choosing of the country. Administration of IECO has agreed unanimously to rethink the list of the available countries.

As a result of the Adminstration's meeting, Nikita Likhanov may represent Monaco as wished at the beginning and had submitted at first and may continue to participate at the very first contest since he was already announced as a participant, and Adelina's request to represent France will have another chance to submit the application properly to become a member. This decision does not give Adelina an exclusion to be accepted without providing missing details and if the request will be submitted wrongly again, it should be declined and France shall become availble for any new IECO observer to choose.

The IECO takes any suspected attempts to manipulate the changing of the country very seriously and has a right to disqualify any member or revoke membership that doesn't comply with the official instructions of the IECO and all of its projects irrespective of whether or not such requests are likely to influence the outcome of having the membership.
