The countries listed below are eligible to participate after an open selection or the publication of a shortlist of applications for participation. Eleven countries were allowed to participate in the second chance.

United States - has made national selection as per the rules and eligible to participate, however due to the breach of the rules while participating at the main contest - has been disqualified from participation at Worldvision Second Chance Q1-2023 China - China's second place of the national selection has been taken by Montenegro to compete at the main contest. This leaves China with no choice but to send the entry that finished 3rd at the national selection.
